Paying with credit and ATM cards are pretty much safe as long as you keep track of it (ex. online banking) but then legit hotels and restaurants can be trusted anyway. Your bank should pay in case of fraud if you have fraud protection from your bank. Always check your purchases at the end of the day.
Regarding how much cash you will bring, I strongly suggest to not bring as much, just withdraw cash from ATMs at the malls where it's safe whenever you need it.
If you want to know estimate money you will spend for three weeks, I would say that $2,000 would be enough and that must include hotels, goiing out, taxi, roaming around, food, shopping etc. That should be "more than enough".
I would recommend this hotel:
http://www.mabuhaymanor.com.ph/
They have car services that can bring you anywhere once you're in Manila. It is in Baclaran area but you can ask the hotel's "pedicab" service to tour you around for shopping and you'll be safe.
I hope that you will enjoy vacation here and please not worry this country is just like any place when it comes to safety, there are bad people anywhere in the world. What matters is how you will take care and do things smartly.
References :
based on my husband and I vacation(s) in Manila

A lot of it will depend on where you will be staying. If you stay in a hotel it will cost up to $80 per night or more, if you stay in a pension house it will be about $25 a night or less. Where you eat can cost from $2 up to $15 per meal. Transportation is cheap. In Cebu where I am most familiar with a taxi across town is about $2.50. Everything is cheap here, I live in Leyte at a small town with a girlfriend in a modern house $60 per month, cable tv $7 per month. I am surviving on my SS check of $600. I would suggest going to bigjimsphilippinesexperience@yahoo.com as he has helped me a lot.
I carry a hidden money pouch so my money is out of sight.
I would suggest $3 or 4 thousand to be on safe side. Bring your credit card with you but tell the bank that where you are going so they will not kick back anything however I would not recommend using them unless necessary.
The people here are GREAT as is the weather & food.
Feel free to contac me for more info
References :
I am 70 yrs old from the USA & I intend to stay here

Don't bring much cash. Bring ATM cards and get cash here at any bank atm. Don't pay anything with credit card as this country is loaded with scammers and swindlers. Not many places take credit cards anyway. If you know anybody here you can trust, its better if you get someone to escort you around for a while at first. Some atm and credit card issuers restrict international use routinely. Contact them and remove that restriction before leaving your home country.
