As long as the K1 visa permits multi-entry into the US, there should be no problem. Will your fiance be able to return to his home country as many times as he likes with his K1? If so, then he should have no problem going on a cruise.

His challenges isn't getting off the ship in Mexico.... it's getting back into the US after the cruise. Foreign students have problems going on a cruise because their visa allows them into the US one time. When they come back from the cruise, they're usually denied entry and deported.

So as long as the visa is good for multi-entry, he will be fine.
References :
I'm a travel agent.
