Will your fiance be able to return to his home country as many times as he likes with his K1? If so, then he should have no problem going on a cruise. His challenges isn't getting off the ship in Mexico.... it's getting back into the US after the cruise. Foreign students have problems going on a cruise because their visa allows them into the US one time. When they come back from the cruise, they're usually denied entry and deported.
